  Hi there! Here is what I found on that – “eBay Gift Cards may not be used to buy other eBay Gift Cards, third party gift cards, gift certificates, coupons, coins, paper money, virtual currency”. Hope that helps!

   they may have changed when you can use gift cards, but a few months ago you could not onlinebine with their promotions. They were treating gift cards as a promotion, even tough they should be treated as cash (which is what they actually say on the card itself). I purchased mine at the grocery store, as they had their own independent promotion, and then went home & found out I couldn’t use with the 15% off offer they had going on, resulting in actually setting me back in savings.
