I bought the waterproof eyeliner and it is very difficult to apply. I thought the one I bought was defective so I exchanged it for another one. Same thing…it went on like a dried up pen. An Ulta employee said that it was the nature of the waterproof eyeliner. I exchanged it again for a regular non-waterproof one it is works like a charm!!
